Default Fort Aspenwood and Rewards

I've been playing in Fort Aspenwood just now, and as usual the leechers are proving very frustrating. As I was playing I had a thought. What if it was arranged so that players inside their home base didn't receive xp or faction? Then all those actually playing would still benefit, but it would be much more difficult to leech effectively. Is there anything that would prevent this from working?

Unless the Luxons are particularly bad (or the Kurzicks particularly good), in any given game the Kurzicks end up spending a significant amount of time inside their home base on 'last ditch' defense.

A simple bot-test would be better - e.g. anyone who doesn't move for a certain amount of time is asked to complete a 'captcha', and if they get it wrong three times they get disconnected. Since the game isn't disabled-accessible anyway (since every piece of instruction is text-based for example), it would help stop bots without any great hindrance on players.
